It provides an encouraging view of Al Qaeda: "Drone strikes have left al-Qaeda’s core leadership in Pakistan scrambling to survive." AQ has a long way to go before it can have any success in defeating drones. Still, they could find a way to jam the signals controlling the drones. We already know the drones' vulnerabilities. Over time, AQ has built up a strong engineering capability. They've made no secret of their goals.

Khalid Sheik Mohammed, the self-proclaimed architect of the Sept. 11, 2001, attacks, holds a mechanical-engineering degree and is such an inveterate tinkerer that the CIA allowed him to fiddle around with new designs for a vacuum cleaner after he was captured a decade ago.
