Not if we're trying to save money. Taking younger people out of the "pool" means cutting out a group that tends be healthier -- who would be contributing more to the program than they would be taking. We'd also be denying coverage to people who, already retired, have no other coverage. These are people now living on a fixed income who would likely ignore symptoms of illness until they are finally accepted into Medicare. Or they'd use Medicaid...
Think Progress reports that the total "savings" from this two-year period of denial would end up being additional costs:
