Mr. Speaker, Mr. Vice-President, members of Congress, and my fellow Americans:
In light of the recent disappointing jobs report, it is now even more imperative that we give this lagging economy a jolt. And economists across ideological persuasions agree that the best—and indeed only—way to do so is in the form of a temporary but substantial increase in federal spending.
Now, I know that Republicans in Congress have adamantly opposed any such “stimulus” spending. Many of them are reluctant to support measures that, by helping the economy, would also increase my standing as we approach the election. I also know when compromise is necessary. That’s why tonight, I’m proposing a stimulus package that is specifically structured to attract support from the Republican caucus, and I urge you to pass it right away.
