Gumming up the works is Alaska Republican Lisa Murkowski's resolution which would take carbon emissions off the table. Jay Rockefeller, who represents a state which depends, one might say, on carbon emissions is with Murkowski on this one, as are Blanche Lincoln, Mary Landrieu and Ben Nelson. Obama has threatened to veto Murkowski's resolution. Messy.

They are floating the possibility of voting on an alternative measure from Sen. Jay Rockefeller, a Democrat from the coal state of West Virginia, which they previously refused to grant floor time, Senate sources say.
Even if the Senate manages to work through the problem, the House majority is bound to dislike any bill which doesn't include a curb on carbon emissions.
