Both Michael Hayden, CIA director, and Michael McConnell, director of national intelligence, were in a Congressional hearing this morning. McConnell assured Congress that the Al Qaeda threat on the US "homeland" has increased [and will increase to really scary levels unless Republicans take the White House and Congress in November].
“Al-Qa’ida is improving the last key aspect of its ability to attack the U.S.: the identification, training, and positioning of operatives for an attack in the homeland,” he wrote in the 47-page document.
He also mentioned how waterboarding will be handled in the future, now that the other shameless Michael, Attorney General Michael Mukasey, has refused to rule it out.
...Mr. McConnell, in his testimony on Tuesday, said that new procedures were in place to limit authorization for using the technique: General Hayden would have to notify Mr. McConnell, who would have to ask Mr. Mukasey, who in turn would have to obtain the president’s approval before authorizing a waterboarding.
